Johannes Jakob, a Windows App developer published the first CodePen app for Windows phones.
CodePen is an HTML, CSS and JavaScript code editor, which previews the typed code to understand, test, find, modify the typed code. CodePen is the place to edit and modify the code in browse and CodePencil lets the users to test on Windows phones. This is not an official app, but it is a fan made.
